# SLC recovery and parked-operation handling

## What changed

The documentation now correctly states that a parked outbound operation reports `parkReason: attempt_budget_exhausted` for both `forward` and `dispatch` stages. The `stage` field identifies whether the affected leg is the IF Domicílio or Núclea.

The un-park endpoint returns the operation to the eligible backlog and resets its transmit-attempt budget. It does not remove the underlying counterpart failure, so the operation parks again if the new budget is exhausted.
