It resets the attempt budget and clears the failure reason, and it NEVER touches the item's identity, its canonical payload, or any declared money value — a requeue re-runs the fact the inbox already holds, which is why the request carries no body. Lanes: collection_settlement, correction, disbursement, disbursement_posting, portability, refinance, registration. The disbursement inbox's ingestion and posting lanes are separate members on purpose: restarting a posting-stage fact from ingestion could recompute a posting intent that no longer matches what the ledger already holds under the same idempotency key.
