Asks the câmara to put this participant back to OPERANTE, making the exchange of messages possible again. The layout carries no date of its own. ⚠️ The change takes effect in D+1 and is accepted ONLY while the participant is inoperante (the Catálogo's own Observação), so a REFUSED row here most often means the participant was already operante. Both conditions are the câmara's and the câmara enforces them. The instruction is minted, built, signed, encrypted and durably recorded BEFORE anything reaches the queue, so this returns 202 with the control number the câmara will echo; the answer (PAG0202R1) arrives asynchronously and is read back with getPAG0202.
