The row is persisted BEFORE the frame is sent, so a failed submit leaves a recoverable record rather than a movement nobody can find. The response is an acceptance, never a settlement: the state comes from the BACEN answer (SitLancRCO) and from nothing else. Idempotent — replaying the same X-Idempotency key produces one outbound frame.
