The call is idempotent by state and takes no X-Idempotency: repeating it changes nothing and answers the same list. A pair that already quoted does not change and is not listed; a pair that declined may still quote while the window is open. A call that would change no pair answers 202 with the current list even after the window closed. An auction that closes at its deadline answers 202 with an empty list: it has no participant to mark. No event leaves a decline.
