Create a Provider
Registers a message or login provider and stores its credentials.
Creating a provider does NOT put it in use. It becomes live only when it is linked to an application (POST /v1/applications/{id}/providers), so a new provider is inert and safe to configure ahead of time.
The credentials are stored but not verified here. To find out whether they actually work, call POST /v1/providers/{id}/test-send, which sends one real message.
Failures:
400— a required member is missing or malformed.409— a provider with that name already exists.503 IDE-0066— the identity provider is unavailable (unreachable, too slow to answer, or failing). Nothing about the request was wrong; retry it later.
