Acknowledge or reopen an alert-id
Appends an acknowledge/reopen event for an opaque alert-id and returns the resulting current state. The operator identity recorded on the event is derived from the bearer token’s claims (sub/owner) — a body that carries a sub or operator field is refused with 422. Operator A cannot acknowledge as operator B.
