Submits the complete one-or-two proposal set through inclusao-garantias (Manual 001 v1.9 §3.1) synchronously. X-Idempotency is mandatory and durable.

A bancarizador names one of its own registered originadores here, and the bid then formalizes on that originador's registered portal unless it carries a portalBaseUrl of its own. An originador authenticating with its own credential does not need to send it — the reference is taken from the credential — and if it does send one it must be its own, or the request is refused.
