Ledger settings via Console

Ledger Settings can now be configured directly through the Console, introducing a new Settings tab that enables per-Ledger validation for Account Types and Transaction Routes without relying on environment variables.This update centralizes configuration in the UI, simplifies setup, and improves discoverability by activating related menus dynamically. Supporting documentation was added in three languages, and existing pages were updated to reflect the new flow, remove deprecated .env configurations, and clarify prerequisites.
