What changed
The reference now documents all 49 public Ledger facts, including their payload schemas,
ce-tenantid, manifest, routing, and delivery semantics. It separates the legacy RabbitMQ plane from public lib-streaming contracts and no longer lists the retired internal billing_recorded stream. This is a documentation correction; it does not announce a runtime release.
