What changed
The documentation now correctly states that a parked outbound operation reports
parkReason: attempt_budget_exhausted for both forward and dispatch stages. The stage field identifies whether the affected leg is the IF Domicílio or Núclea.
The un-park endpoint returns the operation to the eligible backlog and resets its transmit-attempt budget. It does not remove the underlying counterpart failure, so the operation parks again if the new budget is exhausted.

Classification: Review recommended. This is a correction to the documented operational contract; it does not announce a runtime change.

Review alert rules and recovery runbooks that distinguish parked-operation reasons or assume un-parking preserves the attempt counter.
