Operations queue (pending in the STR, awaiting reconciliation, exhausted, manual review)

Lists the items that need attention from operations, from oldest to newest: outgoing TEDs in PENDING_STR, AWAITING_RECONCILIATION, and EXHAUSTED, and incoming TEDs in MANUAL_REVIEW. Each item has ageSeconds and slaDeadlineAt, so you can prioritize by regulatory deadline.

Filter by kind and minimum age. Resolve the items with POST /v1/transfers/{id}/unblock, POST /v1/incoming-transfers/{id}/resolve-review, or POST /v1/incoming-transfers/{id}/return.
