Writes the policy of a fund known to the validated tenant; a deactivated fund is accepted. An identical PUT changes nothing. X-Idempotency is required. There is no DELETE: participa false takes the fund out of the pre-auction. Counters derive from the reservation ledger in the America/Sao_Paulo day.
