The checker’s step: re-checks, in one transaction, that the transfer is still unanswered in the deadline-expired list, dismisses the case and writes settlement.failed through the outbox exactly once. The requester cannot approve (403); a case already closed answers 409; a transfer BACEN answered meanwhile answers 409 and nothing is emitted.
