Submit a rediscount query

Submits a rediscount consulta and returns a correlation id plus a PENDING state. Two kinds: eligibleTitlePrice asks the unit price of one security accepted as rediscount collateral (RDC0001), and openPositions asks which rediscounts this institution still has open on the movement date (RDC0006). The answer arrives asynchronously. The consultas live outside /v1/str/operations because a consulta mints no operation, and they carry their own scope: reading this institution’s collateral standing is not the same grant as commanding a borrowing against it. The open-position query is always sent in message mode — BACEN’s file-return modes deliver the answer over a transport this rail does not implement, so offering them would publish a request whose answer could never be collected.
