The maker’s step of MANUAL_RESOLUTION on an STR0008 past its BACEN settlement deadline with no answer: opens a close-as-failed case (returned as railActionRef) inside the transaction that checks the transfer is still in the deadline-expired list. Nothing is emitted until a different operator approves. BACEN is not notified.
