Solicita un reintento manual de una entrega de evento fallida. Los conflictos (ya DELIVERED, reintento ya en curso) devuelven SPB-3007 / HTTP 409. El cuerpo de la solicitud es opcional: un POST de reintento sin cuerpo es válido.
