Return a TED credit received before Lerian SPB
Gives back, by STR0010, a TED credit this institution received before Lerian SPB, which holds no operation of it; otherwise as createBankTransferReturnOperation, whose outcome, alçada and idempotency this route shares. A credit Lerian SPB did receive answers SPB-3006, and so does a numCtrlSTROr dated after the cut-over day, the date in the earliest NumCtrlSTR of a TED credit Lerian SPB received, because Lerian SPB may still hold such a credit in its inbound quarantine. The body declares what that route reads from the received credit: its NumCtrlSTR (numCtrlSTROr), its full amount and the ISPB that sent it (originalSenderIspb, which the return credits). BACEN’s error list has the STR refuse an unknown original (ESTR0010) and an amount above the original’s (ESTR0025), which closes the operation FAILED; the catalog binds no refusal of a second return or a smaller amount to STR0010. The 409 for a numCtrlSTROr that already has a standing return covers only returns Lerian SPB sent.

Seconds the cached response is kept; it may only shorten IDEMPOTENCY_DEFAULT_TTL_SEC. The key itself lives with the operation.
Corpo
The credit's full amount, as a decimal string with exactly two places (VlrLanc of the STR0010). The STR refuses an amount above the original's (ESTR0025); no refusal of a smaller one is documented for STR0010.
^(0|[1-9][0-9]*)\.[0-9]{2}$"150.00"
NumCtrlSTR of the TED credit being returned, as its STR0004R2..STR0008R2 carried it (NumCtrlSTROr of the STR0010; official type Controle, XXXAAAAMMDDnnnnnnnnn, whose date must parse).

^[0-9A-Z]{8}$"12345678"
BACEN return reason (CodDevTransf) of the STR0010: one of the codes the BACEN dicionário de domínios keeps active, without a leading zero (type CodDevTransf, Catálogo v5.13 Vol IV). The retired 10-14, 78, 79 and 81 are refused.
